New parks and open spaces

We're developing new parks and open spaces for you and your family to enjoy. Here's a list of projects currently underway:

Oxford Street to Direzze Court Pedestrian Connection - Design underway

Plans are underway for the development of a new pedestrian connection between Oxford Street East and Direzze Court.  This includes a 3-meter-wide bridge, concrete trailheads, sidewalk connection to Karindon Park, wayfinding signage, site furniture and planting. We also plan to remove the Shaun Beggs Park junior playground structure and utilize Karindon Park playground instead. Construction is scheduled for 2026, pending Council approval. 

Residents were invited to comment on the proposed design from September 20 to October 6, 2024. Current plans have been updated to reflect feedback received.

Miles Hill Parkette - Design Underway

Plans are underway for a new parkette located between Yonge Street and Church Street South. This includes a new plaza seating, shade structure, open lawn, playground and a multi-use trail.

Dave Barrow Civic Square - Design Underway

Plans are underway for the development of a new destination park, located at the south-west corner of Yonge Street and Major Mackenzie Drive West. 

The Final Dave Barrow Civic Square Park Plan (staff report SRPBS25.023) was approved by Council on March 26, 2025. Developed in consultation with the community, the Park Plan will see these enhancements over the coming years: 

  • A teaching garden to host outdoor educational activities
  • A native pollinator meadow and tall fescue meadow
  • Maintaining and enhancing the existing wooded eco-patches and marsh area
  • An amphitheatre area that includes a permanent stage
  • An upper plaza that will include seating, umbrella tables, lighting and bicycle parking
  • New AODA compliant spine pathway connecting the various elements around the park
  • A new Richmond Hill sign, serving as a gateway feature
  • A preserved sloped area
  • An axis pathway providing a direct connection between the existing sidewalk on Major Mackenzie Drive West and the intersection of Yonge Street and Hopkins Street. 
  • An events lawn that will host programs and events, along with an artificially cooled seasonal skating rink in the winter months
  • A lower plaza that will include seating and tables, and a series of shipping container structures with washrooms, storage and concessions

Detailed design is anticipated to begin in 2025.

Heron View Park - Design Underway

Plans are underway for a new community park on Bawden Drive located east of Leslie Street and north of Elgin Mills Road East.  The park includes a junior and senior playground, soccer field, colour coated tennis courts with lighting, fitness equipment, fitness loop, site furnishings including seating with umbrellas, park signage, and planting. Construction proposed for 2026 pending budget approval.

Project Update: Residents were invited to comment on the proposed design from December 4, 2024 to January 12, 2025. As a result of the feedback recieved the park design has been revised to included the addition of a full size basketball court.

Improvements to current parks and trails

We also have a number of ongoing projects that will improve our parks and trails. These projects include: 

Bayview Hill Community Park Revitalization - Phase 1 Construction underway

Construction at Bayview Hill Park is progressing well.  The city is working towards opening the splash pad, washroom, playground and multiuse sport court by summer 2025, weather-permitting. 

Work includes site demolition, tree removals, site servicing (gas, sanitary, storm, water, electrical, subdrains and communication), washroom building, splash pad/Ice rink, playground, multiuse sport court, tennis and pickleball courts, site grading, concrete and asphalt paving, shade structures, ornamental fencing with piers, site furnishings, signage, tree and shrub planting, seeding and sodding.

As a measure of safety, the north section of the park is closed, and residents are asked to refrain from entering the construction site. Thank you for your patience.

Residents were invited to comment on the proposed masterplan concepts in 2021. Based on the feedback received during this comment period, the city is proceeding with the implementation of Concept 2 for the final master plan of the park (see below).

Brickworks Park Revitalization - Design underway

Plans are underway to revitalize Brickworks Park. This includes improvements to the playground, tennis courts, softball field, walkways, shelter, site furnishings, signage, planting, and the addition of fitness equipment. Construction is scheduled for 2026, pending budget approval.

Bridgeview Park Revitalization - Design underway

Plans are underway for the revitalization of Bridgeview Park. This includes upgrades to the playground, splash pad, pathways, basketball area, tree plantings, site furniture, and the addition of community gardens and a pilot off-leash dog area. Construction is planned for 2025, subject to budget and permit approvals.

Residents were invited to comment on the proposed design from June 23 to Tuesday July 11, 2023 and staff are reviewing the feedback received.

Crosby Park Softball Lighting Improvements - Construction underway

We are improving the softball diamond at Crosby Park, including the replacement of the concrete light poles in the outfield, upgrading the floodlights to LED and adding a protective screen/netting along the parking lot foul line. Construction is scheduled to begin mid-November and be completed in the spring 2025, weather permitting.

As a measure of safety, a portion of the parking lot will be closed off periodically while work is being done and residents are asked to refrain from entering the construction area. Thank you in advance for your patience during the construction phase of this project.

Harding Park Revitalization - Construction underway

Construction is underway to revitalize Harding Park located at 277 Cedar Avenue. The revitalization scope of work includes replacement of the playground, baseball diamond, pathways, parking lot, site furnishings, new multi-sports court, tree planting, and removal of the mini soccer field. Construction is anticipated to be completed in the spring of 2025, weather permitting.

As a measure of safety, the entire park will be closed during construction and residents are asked to refrain from entering the construction area. Thank you in advance for your patience during the construction phase of this project.

Lake Wilcox Park Playground - Temporary Closure for Resurfacing

The Playground at Lake Wilcox Park will be under construction from the week of May 5 to June 30, weather permitting. The scope of the project includes the removal of the existing rubberized play surface and the installation of a new product. The playground, eastern section of park pathway, and North East section of the parking lot will be closed during construction. The rest of the park will remain open.

Lilac Grove Parkette Playground Improvements - Design underway

Plans are underway to improve the playground at Lilac Grove Parkette located at 251 Shirley Drive. This includes the replacement of the play equipment, safety surfacing, site furniture, some walkways, a new shade structure, and planting. Construction is scheduled for 2026, pending budget approval. 

Residents were invited to comment on the proposed design from October 9 to 27, 2024 and staff are reviewing the feedback received.

Melinda Clark Parkette Revitalization - Tree Removals

Plans are underway to revitalize Melinda Clark Parkette located at 47 Royal Chapin Crescent. This includes the replacement of the playground, safety surfacing, concrete curbs, walkways, site furniture, signage, pedestrian lighting, connection to Yonge Street, tree removals, new tree planting, and site restoration. 

Tree removal is scheduled to begin shortly and will be completed by April 1st. These removals are necessary to facilitate construction and to comply with the migratory bird nesting period. This work is intended to remove dead, unhealthy or hazardous trees as well of those directly impacting the future revitalization. For your safety, we kindly ask all residents to avoid entering the park during the removals.

Park construction is set to start in June and, weather permitting, will be completed in the fall. As a measure of safety, the park will be closed during construction and residents are asked to refrain from entering the park. Thank you in advance for your patience during the construction phase of this project.

Ozark Park Revitalization - Design underway

Plans are underway for the revitalization of Ozark Park located at 70 Old Colony Road. This project will include upgrades to the tennis and basketball courts, softball diamonds, playground, shade structure, pathway system, seating and gathering areas.  Construction is scheduled for 2027, pending budget approval.

Richmond Green Revitalization Master Plan

Plans are underway for the revitalization of Richmond Green, the city's largest sporting and events park (located at the north-west corner of Leslie Street and Elgin Mills Road East), including planning for the new Bill Bell Park to the north.

Rumble Pond South Trail Improvements - City design underway; York Region construction underway

Plans are underway for the repair and replacement of the Rumble Pond Park South Trail system. This trail system is located east of Bathurst Street and south of Mill Street. The proposed work includes a new limestone screening pathway, bridge crossing with steel steps, site furniture and wayfinding signage as well as channel realignment, retaining walls and protective railings.  Construction is proposed to commence in 2025.

The Toronto and Region Conservation Authority has advised the City that the current playground location falls within the Patterson Creek hydraulic floodway which poses a risk to public safety should a flood occur.  The health, safety and wellbeing of our residents is of the utmost importance which is why we plan to remove the existing playground in its entirety.  A new playground location will be determined at a later date as a separate project.

York Region is improving Patterson Creek and Rumble Pond South Park from Mill Street to 500 meters south.  This proposed work includes creek realignment, retaining wall construction, trail improvements, tree removals and additional trees and shrubs planting. Construction is anticipated to be completed summer 2025, weather permitting.

As a measure of safety, a section of trail will be closed during construction and residents are asked to refrain from entering the construction area. Thank you in advance for your patience during the construction phase of this project.

Town Park Master Plan - Process underway

Plans are underway for the revitalization of Town Park, which was Richmond Hill's first park, located between Church Street South and Pugsley Avenue and including William H. Graham Parkette.

The Final Town Park Master Plan (staff report SRPI.23.058) was approved by Council on June 28, 2023. Developed in consultation with the community, the multi-year Master Plan will see these enhancements and more over the coming years:

  • Interpretive signs and an attractive gateway to showcase the park's history
  • A continuous walkway along Verne Dynes Way
  • A larger ball diamond (Class A) will be constructed as the demands for softball facilities remain high in our community
  • New pathways around the park
  • A pollinator meadow
  • Additional seating spaces including the picnic pavilions
  • Revitalized playground
  • Updated and colour-coated tennis court which will be multi-lined to allow for pickleball
  • A new trail in the wooded area that will be enhanced with new trees as space permits
  • Artificial outdoor ice skating rink (subject to cost benefit analysis)
  • Permeable paving and enhanced landscaping in the parking area

Phase 1 detailed design is anticipated to begin in 2024, subject to Council approval of budget funding.

Unity Park - Memorial

The City of Richmond Hill is creating a memorial at Unity Park to honor the 176 victims of Flight PS752, tragically shot down on January 8, 2020. This loss deeply affected the community, marking Richmond Hill’s largest single-day loss of life abroad.

Unity Park has been selected for its symbolic theme of togetherness. The park will serve as a space for reflection and remembrance, uniting the community in honoring the victims.

The work to select a concept is ongoing and staff continues to work with the Association of Families of PS-752 with construction anticipated to begin next year, subject to funding and budget approval.

Unity Park Revitalization

The City of Richmond Hill is planning to revitalize Unity Park, located at 63 Pugsley Avenue. Proposed improvements include new play equipment, safety surfacing, upgrades to existing pathways, replacement of site furnishings, and the replacement of the gazebo and shade structures. Construction is scheduled for 2026, pending budget approval.
